A federal appeals court overturns a lower court ruling that an accused U.S.-born 'dirty bomb' suspect could not be detained. The appeals court concluded that Congress gave the President legal authority to detain Padilla, and that he "unquestionably qualifies as an 'enemy combatant,'" as designated by President Bush.
